11. Western influence on Japanese culture following the end of WW2 brought with it western notions of sexual immorality. As a result the government passed laws which make it illegal to show exposed genitals in video, manga, etc. Which is why Japan and their culture is ridiculed as perverted around the world for the apparent fetishization of things like tentacles; the law forbids actual genitals being shown but the restriction does not apply to other objects which resemble them. So in cases like this the genitals are pixelated/blurred or covered with a censor bar. There are a few leniencies or loopholes that allow very mild censoring, such as we see here.

    Additionally, it is NOT illegal to be gay in Japan. There are even some laws in place to protect gay men and women.
